I've got about 50 of them and have found that as they get
older, the power supplies begin to fail if you turn them off.
Like you describe, sometimes just disconnecting them from the
main board and re-connecting them works. But, we've also had
to replace a number of them. :(

Anyway, disconnect it and see if they'll turn on without anything
attached.
