Closer to the latter. I intend to do a significantly more thorough
job, which is in large part why it's taking so much longer. In
particular, I want to handle console output righter, and I want to
build an X server that presents both the usual suite of 8bpp visuals
and the 24bpp visuals (DirectColor and TrueColor; I'm not sure whether
to make TrueColor use the gamma-corrected form and ignore the
non-gamma-corrected, the other way around, present two TrueColor
visuals with no obvious way for userland to tell the difference, make
one of them a StaticColor visual, or what).

Unfortunately the S24 is depressingly stupid. It's smarter than a dumb
memory-mapped framebuffer, but not as much smarter as I'd wish.
