Actually I had tried all that too...
boot disk1 corresponds to the scsi id of 2
boot disk2 corresponds to scsi id of 4

By default, "disk" corresponds to SCSI target id 3, which you don't have,
thus the "not responding" error.
Try "boot disk1" just for fun. If that doesn't work, perhaps you could try
setenv boot-device sd(0,1,0)
setenv boot-file netbsd
(I'm a little rusty with my ancient EEPROM commands, sorry)
