A bad NVRAM would let the machine boot at least, if a Voyager behaves
like the other SPARCs. One of the things a bad NVRAM chip does is
forgetting the regular MAC address.
As there is nothing happening on start up, this looks like a PSU failure
to me, but then, my experience to stuff like this is rather limited.
If you have a keyboard and a monitor at hand, plug those in and check
for POST error codes described here:
