Turns out the cable from the battery to the IO board was a little loose 
and kept arcing.  Enough gunk had built up that it wasn't making 
contact anymore.  Of course, this cable is as deeply embedded in the 
system as is possible and is the absolute last thing you can possibly 
remove from the chassis.  Fortunately Sun had the service manual 
available.  Voyagers have an exceedingly odd construction.
