Under NetBSD-5.1 there is a source set.
What you want is in pub/NetBSD/NetBSD-5.1/source/sets/src.tgz
(and you probably need to extract the whole src.tgz to rebuild
libc; maybe you need syssrc too as there are header files in there
that may be needed).
