That was my own take on it.  But I wasn't sure I hadn't missed
something that either (a) let nonprivileged code fiddle its own
condition code bits (eg, VAX REI is usable from usermode provided,
among other things, that the PSL it restores is a usermode one -
unfortunately SPARC rett is not as nice) or (b) could change some but
not all of the condition code bits (eg, VAX CLRL updates NZV but leaves
C unchanged).

I didn't find anything like either one in the SPARC reference I have,
but I was, and am, not at all sure I didn't miss anything.
