tagged queuing for esp is disabled in the NetBSD 3.0 release, and 
probably should not be. There is one PR still open (PR 24758), but 
comments therein indicate the problem was fixed in NetBSD 2.0, and 
the TQ disable was removed from the GENERIC config in -current in 
January.

Why hasn't this change been pulled up to NetBSD 3.0 release branch?
