	gwr seems to have #if0'd it in revision 1.15 of disksubr.c.
the cvs logs says:

so, i think this is just a loose "-W" end that hasn't been cleaned up
yet.   certainly xd/xy need isbad() in order to handle bad144 blocks.

so, it should be safe to put the function back in.
