OK... through some intensive digging, I've found out that the tape drive I'm using may indeed be at fault for the problems I've had.
If anyone has a DEC TK50Z-GA that they would be willing to part with, I'd love to hear about it. It seems that my TK50Z-FA's were a 'bastardized' version of SCSI used only on VS2000's. That could well explain my difficulties in writing NetBSD boot tapes.
