The real question is why the VAX people are even still here, not why they're not contributing more. Perhaps Johnny is right and it's time for another fork. NetBSD seems to be no longer interested in supporting the legacy systems that were once one of its big strengths; maybe it's time for a BSD that is.
Perhaps the VAX users (of which I am one, as a hobbyist) are small enough in number now that we need to consolidate our time and attention on only a single distribution.
OpenBSD runs reasonably well on VAX (and truthfully it's what I"m currently using).
NetBSD has its own niches. I can't find a better distribution of BSD (or indeed any Linux) that supports my dual-CPU Sparcstation 20 better than NetBSD does.
It's a pity that there isn't one operating system that supports everything, but it's appearing that that's where we are.
