No, I mean a VT 520 I have connected to the VAX serial console (I have some pictures of it).
I hope the S3 switch is set accordingly.

7.1.2 should work just fine.  I can test this myself when I get home in a week, currently out traveling.

I'm probably missing something.  What I did on the mopd server is:

    # cd /tftpboot/mop
   # wget ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-7.1.2/vax/installation/netboot/boot
    # mv boot boot.sys

Yes, you are missing something. The documentation on the mop server do mention this, I know. You need to read that documentation better. Anyhow, mopd is looking for a filename that is the mac address, to be served to the requester. If that isn't found, it don't respond.
(And I assume that mopd is running, which you didn't mention above...)

Normally, you'd create a soft link from a filename that is the mac address, to boot.sys.
