Has Xen been converted to timecounter ? only sparc, amd64, prep and i386
seems to have __HAVE_TIMECOUNTER defined. It would explain why
`time_second' is missing in time_tc.o as its definition is wrapped
around #ifdef __HAVE_TIMECOUNTER ... #endif
