I don't know the DEC 3100 that well, but the IPC I know a bit better.
It takes ordinary 50-pin single-ended SCSI, internal or external, and
you can throw pretty much anything single-ended-compatible on it,
modulo possible OS issues depending on what OS you're running.

UTP almost certainly isn't available directly; this era of machine
generally uses AUI (the DA15 with the slide latch - people used to
peecees will think it looks like a game port). However, AUI-to-UTP
microtransceivers are widely and relatively cheaply available (last I
checked, which admittedly was years back, they were something like $30
new and often available free from sites replacing AUI-using machines).
