I would have expected .WAIT to be a no-op in this context. How does
"do nothing, wait until you have finished doing nothing, then make
cleanlibdir" differ from "make cleanlibdir" ?
I suppose you wouldn't have made this change if it did not make a
difference, but what I'd like to know is, why does it make a difference?
