FWIW, this restores most of the ipfilter 5.1.1 tests that were disabled after
the re-import (back in March).
Remaining is one more test program, t_nat_exec, which has about 30 failing
test cases (and 6 that succeed). I'm not sure how quickly I'll be able to
investigate these, but I'll try to get it done "soon".
I'm not planning on taking over "responsibility" for ipfilter or its test
suite. But I really did want to reduce the number of tests that were being
skipped simply due to lack of attention/maintenance.
