skip the tests if rpcbind is not responding.
Would it possibly make sense to be able to run an rpcbind listening on a
non-standard socket (as a test "helper", perhaps), and then make t_rpc.c
attempt to contact that version/instance of rpcbind?
This seems like a useful test to have, and it would be nice to find a
way to actually exercise it without impacting the test-bed host.
