Add a new dummy rc.d script (like LOGIN or DISKS)
have devpubd come before that, and everything
which should come later require it.

That's cleaner.   We should probably have a
few more of them for the startup stages, even
if they're not really needed yet, and far
fewer real scripts depending on each other
except where there is a genuine relationship.
