To me the directory looked essentially empty, and I thought that there
would be no purpose of having this non-working Makefile in the tree.
Since 1993 there had only been the Makefile but not m4.ms, therefore I
didn't think anybody missed the manual.

Is there a way I could have known this?  The manual had been absent
since 1993, therefore I assumed that after 28 years nobody would be
interested in adding it.  That seemed to be the wrong conclusion.
