description:
Several changes in syn_cache_respond:
* Replace idiotic diagnostic check by KASSERT. max_linkhdr+tlen<=MCLBYTES
is a widespread assumption.
* Improve initialization of 'tp'.
* Put panics in dead branches.
* Merge two switches.
