description:
Sync cpu_reboot with i386:
- avoid sync and unmount after panic.
- remove vfs_shutdown, we call vfs_sync_all and vfs_unmount* instead.
- resurrect doshutdownhooks since some drivers still use it (eg. sab(4)).
