Force all devices to IPL_VM. For some reason serial interrupts at
SPL_SERIAL (SPL_HIGH) wedge. Gets sbmips to ~multiuser (usually with
a bunch of segfaults).
Possibly a gross hack, but not sure the current code ever worked...
