description:
Pull up revisions 1.29->1.30 and 1.31->1.36:
o Fix error checking when creating directory for pkgdb
o Fix conflict checking for package names with "-"s by
using "pkg-[0-9]*" instead of "pkg-*" for detecting
conflicting packages.
o Clean up URL handling.
o Use BINDIR to compile it in for some commands
(hubertf)
