work around lame ftpd's that don't return a correct post-Y2K date in
the output of `MDTM'.
obviously the programmer of aforementioned lame ftpd's did something like
"19%02d", tm->tm_year
instead of
"%04d", tm->tm_year + TM_YEAR_BASE
