Pull up following revision(s) (requested by jdc in ticket #1118):
lib/libwrap/hosts_access.c: revision 1.18
Use ntohl(host_address) so that RBL lookups work on little-endian hosts.
Tested on alpha, i386 and sparc64.
Fixes PR lib/30402.
