Pull up revisions 1.25-1.28 (requested by seb):
Synchronize with recent developments:
o Add ``-n'' argument to show needed packages; fixes PR#13071
o Improve version number handling by recognizing "pl" and "rc"
o Various internal cleanups, bugfixes, and API tweaks
