Pull up revision 1.22 (requested by lukem in ticket #312):
Enable "pseudo-device clockctl" in all kernels, except
installation related kernels (INSTALL* and RAMDISK*).
This enables rc.conf(5) $ntpd_chroot to be used "out of the box"
