Pull up revision 1.40 (requested by thorpej in ticket #834):
Always NetBSD's own fts(3) in compat builds. Some systems
(among them RedHat 7.3) do not have fts(3) implementations
which work correctly with -D_FILE_OFFSET_BITS=64.
