description:
Increase the retry count in sparc64_send_ipi(), and add loops in
mp_pause_cpus() and mp_resume_cpus().
Fixes "RED State Exception" on an 8-way E3500, and allows it to enter and
leave DDB without failing to pause or resume one or more CPU's.
