Pull up following revision(s) (requested by nakayama in ticket #640):
        external/bsd/mdocml/include/config.h: revision 1.4
Disable wchar_t support since our C library does not treat wchar_t
as UCS-4 in the case of non-UTF-8 locales.
This feature was controlled by USE_WCHAR and disabled on NetBSD 7.
