Pull up following revision(s) (requested by yamaguchi in ticket #420):
sys/net/if_vlan.c: revision 1.148
tests/net/if_vlan/t_vlan.sh: revision 1.16
Fix a bug that vlan(4) fragments IPv6 packets
even the MTU > packet length.
The bug is appeared when the mtu is increased on SIOCSETVLAN.
