Pull up following revision(s) (requested by tsutsui in ticket #1280):

        sys/arch/hp300/conf/INSTALL: revision 1.67
        sys/arch/hp300/conf/INSTALL: revision 1.68

Add missed 'nhpib at intio' for internal HP-IB.  Found on testing HPDisk.
Also fix comments for HP-IB devices.
Should be pulled up to netbsd-8 and netbsd-9.

Reduce maxusers to 8 as GENERIC.
