There's a good reason to do it:

most notably:
minimal diffs from Lite.  Believe it or not, that's going
to be important in the future.

other things:
BSDI does it just this way; they also add their "copyright
BSDI, etc." up at the top.

In short:
It makes diffs from Lite minimal, it tags the things as being
from NetBSD, and it's somewhat standard.  It also makes submitting
patches (e.g. against lite a lot easier).  I'm doing a lot of that
theses days.
