+ Remove the old check for pkg_create being able to handle a -C
argument if any CONFLICTS are defined - it's been superceded by the
new PKGTOOLS_REQD definition.

+ Set PKGTOOLS_REQD correctly if PKG_RELATIVE_SYMLINKS is defined.
