update to 4.4J, which fixes:
	- CAST128-CBC bugs.  this version unfortunately is
	  incompatible with earlier versions due to badly
	  generate keys.
	- ICB port number defaults correctly to 7326.
	- new $servertype() so you can tell if you are on
	  an ICB or IRC connection.
	- /register support for the 'icb' script.

also, don't remove `ircII.servers' and `ircII.motd' as these files
are created by humans not a package and removing them is really evil
(the only time they exist is if they are manually created).  lucky
for me, i read this closely before running `pkg_delete'.
