Log Message:
Modify VDESC_NOMAP_VPP and VDESC_VPP_WILLRELE so that they don't
overlap with VDESC_VP0_WILLUNLOCK and VDESC_VP1_WILLUNLOCK. This bug
was inherited from an old 4.4BSD import in 1994.
