I don't think this is reasonable.
Despite the fact that we may not actively publically advocate using
our install media as recovery media, it is the case that there are
people who use them as such, and they work fine and well for that
functionality. The install media may be menu-driven, but it's
easy enough to escape to a shell.
If you want to break the recovery functionality of the install floppy,
you should do so only after a discussion where we decide whether a
seperate recovery floppy is warranted.
Just because the install floppy isn't entitled "Install and Recovery"
doesn't mean it isn't used as one and we should steamroll over those
concerns.
