Log Message:
Upgrade lame and lame-gui to 3.70.

but highlights include:

- Faster Huffman encoding routines
- faster pow() code.
- faster FFT routines
- new scalefac data structure - improves performance!
- Fitlers based on polyphase filterbank.  should be slightly better
  since the responce is independent of the blocktype, and they are
  slightly faster.
+ many bugfixes
