It is started by rc.d, not by e.g. inetd.  hpropd, on the otherhand,
is typically started from inetd.

To quote hier(7):

	libexec/  system daemons & system utilities (executed by other
		  programs)
	.
	.
	.
	sbin/     system daemons and system utilities (normally exe-
		  cuted by the super-user)
