Indeed.

In this particular case (i.e. for the output of pwd_mkdb), the system
should be resilient to loss of these files prior to any reboot thus they
should not need to ever be created in a build, let alone a cross-build.

Why not fix this in /etc/rc.d/ and forget about the mess at build time?
