To clarify this a bit.
apropos(1) processes globs in _whatdb entries, but catman(8) doesn't.
Catman needs to be updated to ignore _whatdb alltogether and use the
same logic for running makewhatis it uses for man paths. This will
make catman -w -M /usr/pkg/man DTRT.
Wiz and I (since I fixed another glob-related issue recently, which
I'm now starting to regret ;-) discussed this briefly and so far it
seems easier to temporarily revert Luke's globifying of _whatdb.
