Not exactly.  It's an machine independent version of installboot.
It currently has machine dependent back-ends for:
	alpha, pmax, sparc64, vax
and allows for boot blocks for those systems to be installed into
file system images on other cross systems.

The idea is to replace /usr/mdec/installboot with a symlink to the MI
version in /usr/sbin/installboot as the latter has full support and
the port-master(s) agree.
