Which will fail if a user does the supported "make MKMAN=yes" to
override an /etc/mk.conf setting of MKMAN?=no.

Makefiles should set  NOxxx=  to permanently disable a feature they
don't want, and check  ${MKxxx} != "no"  to be controlled by a feature.
