+ Update list of changes between 1.5 and 1.6.
  Mostly from Hubert Feyrer <hubertf@netbsd.org>, with tweaks from me.
+ Tweak "NetBSD developers" section
	- move non developers into separate "other contributers" section
	- list everyone, even if they're a member of another group
	  such as core or portmasters
+ Update "releng members" for reality.
