It depends on your definition of "configured".
If you mean it is able to deliver mail locally and to remote systems
on the internet, then it is most certainly configured (albeit quite
basically).
Having sendmail work "out of the box" is one of the many things I
(and I'm sure a lot of others) like about NetBSD.
