* If EXTERNAL_TOOLCHAIN is defined, consider it to be the root of
  where the GNU tools are found, e.g. ${EXTERNAL_TOOLCHAIN}/bin/...
* Allow MACHINE_GNU_PLATFORM to be set in mk.conf.
