* Always include <bsd.endian.mk>, and include it much earlier so that
  it's available for the MD etc.${MACHINE}/Makefile.inc
* Set PWD_MKDB_ENDIAN to the cap_mkdb(8) endian flag, rather than
  overriding TARGET_ENDIANNESS.
