Log Message:
Don't warn about "ignored setsockopt" failures unless debugging is
enabled.  Suggested by Todd Vierling.

Allow empty passwords in ftp://user:@host/file auto-fetch URLs,
per RFC 1738.  Requested by Simon Poole.

Update version.
