Some people use off-line mirrors of the CVS repository in places where
HTTP access is unavailable/difficult/expensive.  Even when HTTP access
is available, it's nice if the CVS log messages contain sufficiient
detail that the reason for the changes can be understood without reading
PRs or web pages.

For example, I would have preferred something like "The recent split of
uvm_map() into two functions was backed out, so we have to deal with it.
See <url>."
