Breate some band-aid here: for some reason new autoconf wants to use
$(mkdir_p) which isn't defined anywhere.  So replace it with good ol'
$(mkinstalldirs) to fix problem with tools installation.
XXX: need to revisit this to discover true lossage.

Problem noted by Nick Hudson.
